STAR, ITS partner to offer payroll cards

okc-skyline08/09/2009 Enid, Okla. – Employers all across Indiana will soon have the option of offering the convenience of an ITS® Visa® Payroll Card to their employees because of a recent agreement between Interactive Transaction Services and STAR Financial Bank.

The agreement allows ITS to issue and process FDIC-insured Visa Payroll Cards for STAR, headquartered in Fort Wayne, Indiana. The bank holds assets of $1.7 billion and operates 46 banking centers throughout the state. ITS is a transaction processing subsidiary of Central National Bank.

“Payroll cards are convenient for our business customers, who no longer have to issue paper checks. They can reduce payroll processing costs and potential check fraud,” said Jim Marcuccilli, President and CEO of STAR Financial Bank. 

Payroll cards have become an effective mechanism for serving individuals who are typically unbanked and underserved by the financial world.  STAR’s entrance into the payroll card market makes it the newest bank to be served by ITS.           

“Payroll cards allow us to reach out to workers within the communities we serve who may not otherwise need a bank,” said Marcuccilli.

“Community banks all across the country are being proactive in their methods to enter the prepaid space,” said Brud Baker, president and CEO of Central National Bank.  “With the ITS Visa Payroll Card, they can brand the card as their own and begin offering it immediately while earning revenue.”

“Financial institutions realize the value of having a cost-effective and turn-key solution to recommend to their commercial accounts,” Baker said. “All the bank has to do is market the cards. We handle everything else, from compliance to collection, distribution, settlement, and other complex operational requirements.”

The Visa Payroll Card offered by ITS has many features that make it unique, including a built-in remittance capability that allow cardholders to send money to family members in Mexico and 13 other Latin American and Caribbean countries at a price of $6. This is far less than the national average. ITS will also begin offering Bill Pay and Mobile Banking to cardholders. It is these features that make it particularly attractive in STAR’s area.

This diverse market area encompasses local residents, immigrants and migrant workers who don’t have a bank account. Instead of having to use expensive check cashing services, they can now use their payroll card which functions just like a debit card, allowing them to make purchases and pay bills. First United Bank and Interactive Transaction Services (ITS) to Issue Payroll Cards

Durant, Okla. – First United Bank banking centers throughout Southeastern Oklahoma and North Texas began delivering prepaid payroll card services to unbanked and immigrant employees of commercial customers in their area.  First United is providing these innovative services through an agreement recently negotiated with Interactive Transaction Services (ITS), a transaction processing subsidiary of Central National Bank of Enid.

Community banks build “ecosystem” of financial services and products

In an effort to compete with multi-billion dollar financial institutions that are able to offer their customers the most advanced in banking technology, some community banks have begun building an ecosystem of financial services and products that allows them to pool resources and expertise in nearly every facet of banking.

Jacksonville Savings Bank in Jacksonville, IL, recently signed a contract with Central National Bank in Oklahoma, to offer payroll cards in their markets. Jacksonville explored the possibility of going at it alone, but CNB’s years of research, as well as regulatory and compliance knowledge of payroll cards, made them a great partner. CNB’s turnkey solution allowed Jacksonville to enter the payroll card market immediately.

Commented Jacksonville President and CEO, Rich Foss, “we think payroll cards provide many people in the markets we serve a great alternative to receiving their pay by check. CNB gave us a way to make that service available in short order. The interesting thing is people are figuring out all sorts of uses for the cards, in addition to just payroll.”

CNB issues and processes prepaid cards, including payroll cards, remittance cards and gift cards. Those cards, with standard pricing, are then offered to other banks that want to be able to offer the products without a large investment of time and money. CNB and the marketing bank share in the interchange and fee income earned on the cards. CNB also develops custom programs for banks and 3rd party marketers interested in prepaid card programs.

Oklahoma Bank Partners with Haitian Microfinance Institution to Fight Poverty

Fonkoze, Haiti’s largest micro-finance institution, and Central National Bank of Enid, Oklahoma, have partnered to create a low-cost stored-value card that offers Haitian Diaspora and others in the U.S. both a convenient way to manage their own finances and an inexpensive way to increase income and investment in Haiti through remittances.

The two organizations recently signed an agreement under which CNB will issue a prepaid card for Fonkoze. Interactive Transaction Services, a wholly-owned subsidiary of CNB, will process the cards. Value can be stored on the cards in three ways: through direct payroll deposit, at participating banks, and through other load networks. The cards will have all the features of CNB’s current prepaid card portfolio, but will also allow holders to send remittances up to $2,500 per day to Haiti for only $6 and make long distance phone calls at a competitive rate. Alianza International, a prepaid debit card and money transfer enabling company, will provide consumer marketing and remittance delivery support for CNB and Fonkoze. The product will be available on the market March 21, 2008.

“Fonkoze has been very successful in proving that economic change in Haiti is possible,” said Brud Baker, president and CEO of CNB. “The flow of money to Haiti is directly related to effective remittance channels, and we feel strongly that we can be a positive influence towards eliminating the extreme poverty that exists in that country by utilizing prepaid cards to make remittances cheap and reliable.”Haitians living abroad, a diaspora 1.5 million strong, sent more than $1.65 billion to their country in 2006. Most of that diaspora is concentrated in the United States, totaling 850,000 to 1 million people. 1.1 million adults in Haiti receive remittances, typically 10 times per year at an average of $150 per remittance.

Wine and wheat country find fertile ground serving the unbanked

Enid, Okla. –While months separate the wheat harvest in Oklahoma from the grape harvest of Sonoma County, financial institutions from these two seemingly opposite agricultural areas found common ground in their desire to serve the unbanked.

That desire led to a recent partnership between the Oklahoma-based Central National Bank and Santa Rosa’s Exchange Bank, and now, immigrant workers in northern California can take home and send home more of the fruits of their labor.

For the individual, paper-based payroll often means expensive check cashing fees and long teller lines. For the employer, it means excessive costs, lost time and potential check fraud losses. By offering a payroll card issued by CNB, Exchange Bank felt that they could provide an answer that addressed both the needs of their commercial customers and the needs of the employee.

The CNB VISA payroll card is multinational and multifunctional, with a built-in remittance feature that allows the cardholder to send money to Mexico and 12 other Latin American countries for $6, a cost far less than the national average. The card is predominantly loaded through standard payroll Direct Deposit or Green Dot, a prepaid debit card load network accessible in large participating retail store chains. In addition to being used as a remittance card, it can be used to make purchases anywhere VISA Debit Cards are accepted, to withdraw cash at ATMs and to make long distance phone calls. The card also has pass-through FDIC Insurance.

Financial institutions can drop in one of CNB’s standard payroll, remittance or gift programs, Baker said, or, as was the case with Exchange Bank, a custom program can be designed for them. Exchange Bank’s program is especially unique because they designed a companion card to go along with the payroll card. The recipient of the remittance can go to an ATM and make a withdrawal, or receive a cash payout at traditional money transfer payout locations in Latin America through Bancomer Transfer Services. The beneficiary of the remittance may also make purchases utilizing the companion card.
